Simplicity – Processes and procedures should be easy for all US citizens to understand and follow. Economic Neutrality – Processes and procedures should not place an undue burden on the taxpayer. Investments in needed infrastructure should be made in the best interests of the people. Equity and Fairness – Processes and procedures should be applied evenly, regardless of government leadership. Stability – Processes and procedures should not be subject to change based on the whim of the executive or leadership. Soundness – Processes and procedures should be able to stand up to rigorous review and scrutiny Accountability –Those who are subject to processes and procedures must be held to the standards outlined.
