Revision as of 20:19, 20 January 2012
(This page includes tips from reporters, citizens journalists, and others identifying Arizona bills (introduced or passed) that resemble ALEC model legislation. CMD encourages the use of this forum and encourages further detailed research to verify all claims.)
- SB 1070 (2010-2011) "Support Our Law Enforcement and Safe Neighborhoods Act"[1] is similar to ALEC's "No Sanctuary Cities for Illegal Immigrants Act"[2][3] The template for what would become SB1070 was written, with input from Corrections Corporations of America, by Arizona State Senate president Russell Pearce(R-18) at an ALEC conference in Washington D.C in December of 2009.[4][5]
- SB 1159 (2009) "Trespassing; Illegal Aliens"[6] (Sponsors: Russell Pearce, Pamela Gorman, Judy Burges) is similar to "ALEC's Immigration Law Enforcement Act." [7] Thit act was adopted by ALEC’s board in June of 2008, and would later be included in ALEC’s ‘No Sanctuary Cities for Illegal Immigrants Act,’ which was introduced in full as SB 1070. [8]
- SB 1309 (2011) "Arizona Citizenship"[9] Failed in Senate on Third Reading: 03/17/11 (Sponsors: Russell Pearce, Steve Smith, Ron Gould). Looks like ALEC's "Resolution on Fourteenth Amendment."[10]. The movement behind it is growing, and similar legislation has been introduced in Montana, South Dakota, and even in the U.S. Congress. [11]
- SB 1409 (2011) "Government publications; English only" [12] Held in House: 03/23/11 (Sponsors: Lori Klein, Steve Smith). Looks like ALEC's "Omnibus Common Language Act." [13] It is also important to note that the Arizona legislation SB 1409 specifically requires that voting materials be published in English; that could disenfranchise U.S. voters who speak English as a second language, potentially in violation of the Voting Rights Act. [14]
- SB 1466 (2009) "COUNCIL ON EFFICIENT GOVERNMENT" Introduced: 02/03/09 (Sponsors: Pamela Gorman, Jack Harper)[15]. Looks like ALEC's "COUNCIL ON EFFICIENT GOVERNMENT ACT"[16], however, predates date of Model Legislation's approval by several months, potentially what the model bill is based on. Governor Jan Brewer, an ALEC alum, created just such a privatization panel within the executive branch in 2010. That panel, the Commission on Privatization and Efficiency, released its report in July of 2011.[17]
- SCR 1058 (2010) "Claiming sovereignty under the Tenth Amendment to the Constitution of the United States over certain powers."[18] Compare to ALEC's "Resolution to Restate State Sovereignty."[19] See David Safier and Lisa Hoffman's line-by-line comparison on BlogForArizona.com or here (2009 SCR 1038, basically identical to 2010 SCR 1058).[20]
- HB 2745 (2008) "Employer Sanctions" [21] Passed: 05/01/08 (Sponsors: Russell Pearce, Stephen Yarborough, Eddie Farnsworth, John Kavanagh). Looks like ALEC's "Fair and Legal Employment Act." [22] The Arizona bill was introduced in February 2008. ALEC formally adopted the Fair and Legal Employment Act in June 2008. [23]
