<h2><em>Summary</em></h2>
<p>Encourages the federal government to enact policy that gives states greater authority to permit and regulate oil and gas drilling on certain federal land with a state’s borders. The ONSHORE Act would grant states the opportunity to apply to the Department of the Interior for the ability to permit and regulate oil and gas drilling on federal land within their borders that is not part of the National Park System, National Wildlife Refuge System, land held in trust for Indian Tribes, or an approved Wilderness area.</p>

'''Whereas''',  onshore energy development supports hundreds of thousands of American jobs, generates billions of dollars in government revenue annually, and lessens America’s dependence on overseas oil and natural gas; and

'''WHEREAS''', the United States is estimated to have at least 5.3 billion barrels of proved oil reserves and 68.8 trillion cubic feet of natural gas located on federal acreage onshore according to the Inventory of Onshore Federal Oil and Natural Gas Resources and Restrictions to Their Development (Phase III); and

'''WHEREAS''', access to natural resources should be expanded to provide Americans with low-cost and reliable energy; and

'''WHEREAS''', the Trump administration has committed to pursuing a plan of American energy dominance,

'''Whereas''',  the International Energy Agency estimates that the United States will be the number one producer of oil by 2023; and

'''Whereas''', the critical goals of public safety and rehabilitation require that states ensure there are other mechanisms for supervising, treating, and when necessary placing in residential care youths below the minimum age for delinquency adjudication; and

'''Whereas''', States know how best to utilize their land and natural resources, and their role in doing should be expanded; and

'''Whereas''', federal legislation, most notably the Opportunities for the Nation and States to Harness Onshore Resources for Energy (ONSHORE) Act, gives states greater responsibility and oversight for oil and gas development on federal lands within their borders.

NOWm '''Therefore Be It Resolved''' that the {state legislature} hereby urges the President and Congress to work together to give states the greater authority to manage oil and gas permitting and regulations on certain federal lands within their borders.
